PLUS: How would you assess Implenia’s 2025?

Diego Bentel: 2025 was a very challenging year, with the delivery of several projects. One of them was the SUMA-CONMEBOL project. Due to a special request, we brought forward the delivery date to host the FIFA Congress there in April, and we succeeded. It was a very important challenge.

Around the same time, we also delivered the Shopping Plaza Norte in Limpio, a demanding commercial project due to its open-air strip mall format. Another landmark project of the year was Shopping China, a 94,000 m² construction project, of which 33,000 m² correspond to the commercial sector and about 10,000 m² to the gastronomic sector.

In addition, based on our accumulated experience, we have delivered several residential projects. We currently have around 12 projects underway, increasingly focused on industrial and agro-industrial projects.

PLUS: What is your outlook for the agro-industrial sector in the country?

Diego Bentel: Paraguay has experienced significant growth in the residential sector in recent years, but that curve is going to slow down naturally. The government’s plan to double GDP over the next ten years necessarily puts the agro-industrial sector at the center of that strategy.

The country has great competitive advantages: natural resources, excellent soil, a favorable rainfall regime, and many hours of sunshine. All of this gives the agricultural sector enormous growth potential.

PLUS: In the agro-industrial sector, what competitive advantages does Implenia offer those who decide to work with you?

Diego Bentel: We are very familiar with the needs of industrial and production projects, which operate on very specific cycles, such as harvesting, breeding, or slaughtering. That experience is the basis on which we approach agro-industrial projects today.

In this type of development, timing is critical. That is why, for years, we have been developing construction systems based on precast concrete and metal structures, which allow much of the work to be transferred to a controlled industrial environment.

In the agro-industrial sector, we seek efficiency in terms of deadlines, costs, and durability. Reducing maintenance costs is key, because production cycles are short and operations cannot be stopped for constant repairs.

PLUS: Looking ahead to 2026, what are Implenia’s main objectives?

Diego Bentel: We have been working continuously in the Alto Paraná department since 2019. Our goal is to have our own office in the area so that we can more closely monitor the region’s productive growth.

We will be participating in Expo Innovar in Colonia Yguazú with a stand and technical talks to get closer to potential customers. We are preparing to grow and expand our presence, especially in the agro-industrial sector.

Paraguay is receiving a large amount of foreign investment, and we want to be close to those clients, understand their idiosyncrasies, and accompany them in the development of their projects from a technical, strategic, and long-term perspective.

Director of Implenia Constructora and full member of the Board of the Paraguayan Chamber of the Construction Industry (Capaco). He is also a partner at REF in Paraguay.

He is a civil engineer and holds an MBA in strategy and leadership. He is a professional with more than 20 years of experience in the sector.
